[cabfpub] Ballot 170 - Amend Section 5.1 of Baseline Requirements

Thanks to Peter pointing out the application of the Bylaws with respect to
Absentions, Google changes its' vote as NO.

The viewpoints expressed by Opera and by GlobalSign are consistent with our
views on this ballot.
