I´m afraid that this accreditation is no longer valid assuming that those part 2 and 3 are “obsoletes”, or at least not based on the new ones, so no taking into account 401, 411-1, etc. I don´t know how they can “transfer” this current accreditation to the new one.
OTOH, it´s correct that BSI is accredited instead of KPMG since these were acquired, so it´s ok for me.

KPMG seems to be not accredited

We were audited and certfied by KPMG Netherlands for 6 years and they were the only few ones offering those ETSI audits (and still doing) so I assume theyre qualified. In fact, the official one used to be BSI, who adquired KPMG the Netherlands (but dont know its current internal situation).
In any case, in 2015, I have an offer from them and they said that were accredited by RvA.

I am going to prepare the ACABc liaison letter to the CA/B-Forum this week. It is planned to be handed over to the CA/B-Forum asap.
The website is prepared. We are currently in the review phase, so that it can be launched also in a short while.
The next ACABc meeting for the CABs is scheduled for Feb. 19th at TUViT in Essen. After that the next full members meeting for June, 21st in Paris.
@Christoph: would you support us with the templates, so that they can be presented at the CA/B-Forum meeting?
@Philippe: we need to discuss the contribution to the CA/B-Meeting I like to call you on Wednesday Feb. 3rd afternoon. Please let me know you availability.

In a sane world, conformity transitions are stated on 2 or 3 years basis.
But in eIDAS context, we have only one year to move from ETSI TS to EN.
The transition plan is :
* the deadline for conformance to ETSI TS 10456/102042 is one year after the publication of eIDAS (july 2016)
* All new conformity certificates issued after July 2017 shall be to EN 319411-1/2 or equivalent standard (?)
That means that :
* after 1 July 2016, new applications for eIDAS conformity shall be to EN 319xxx
* CABs have to organize with already conformant TSP or in the process to be conformant, a full EN 319x audit before 30 June 2017.
Even if I fully agree with Christoph, I dont know if we have any other choices or to declare that ETSI 101456/102042 are compliant with eIDAS :)
For your information, Mozilla has already accepted to add EN 319 411-1 to its policy. A new version is published in June.

First, Ive removed Jody from this answer because I dont think is of interest for him now this type of discussion. Once we agree dates, Ill return to the CABF to let all know the dates for the TS/EN use
Second, we propose the following dates. And this is:
Up to July 1st 2016
- For CAB Forum, ETSI TS 101456/102042 remain valid. Some browsers still accept 101456 even the CABF has been updated to only 102042
>From July 1st 2016
- For CAB Forum, ETSI TS 102042 will remain valid for those audits started before this date (July 1st 2016) but have a duration according to the countrys scheme of 3 years. This is to be discussed if cant convince MS with the surveillance audits.
o For new audits, EN 319 411-1 is the only option
- For eIDAS, TS 119 411-2 or EN 319 411-2 are allowed until July 1st 2018 (2 years audit according to eIDAS), then just EN 319 411-2
o Have in mind the Qualified website authentication certificates, that are based on the CABF EV guidelines, and hence used in the browsers. Cant be confused with an EV regular audit.
So, according to this, ETSI TS 101456/102042 audits can be still valid until July 1st 2019 as maximum, but we suggest to reduce to July 1st 2018 (or even less) to be aligned with the eIDAS.

For the transition date concerning ETSI TS to ETSI EN (not published yet), I propose to take 18 month after publication of the ENs to give enough time to TSPs/CAs to make the necessary changes.

All (I think I havent missed anyone in the list),
This is the email that I was kindly requested to send to remind or summarize the requests from the browsers thru the CAB Forum.
The main concern from the browsers is to know whether the CAB is accredited, by whom and the current status of that accreditation and how to easily validate it. Besides, there are some requests on documents to present to the browsers by the TSPs.
So, basically, the tasks are (all to the CABs):
- Prepare some templates for the following requirements:
o Attestation letter (new requirement from MS). This attestation letter should cover at least
§ The audit date and period
§ The CA hierarchy covered, so, the CA root certificates affected
§ The policies
o Audit certificate, covering
§ The TSP audited and which CAs are affected by the correspondent ETSI standard and for which policies
§ The CAB responsible for the audit and its accreditation status, and also CAB information
§ The NAB that have accredited the CAB and its status
§ The validation time of the certificate
o Audit report, covering
§ Detail information of the steps taken and findings
§ Links for getting the information requested
- Have a clear indication if its a full audit or a surveillance audit and what has been covered in this case. Microsoft requires a full audit every year but its also open to discuss the surveillance audits in case therere some minimum requisites to check in these surveillance audits, for example, checking the network security requirements.
For ETSI, there are also some tasks, like
- Explain clearly when the current TS documents (TS 101 456 and 102 042) are still valid for auditing TSPs and when they are going to be replaced by the new ENs. Make this explanation available to the CABs and also to the browsers in order to update the correspondent root program requirements and update to the new requisites.
Regarding dates, the sooner the best, but there are some key dates to take into account.
- Next CAB Forum meetings are going to be in February (16-18) and June (14-16). The first drafts of the documents should be ready for discussions for the first meeting and the final one for the second. Its also desirable that a representative of the CABs (the ACAB council can take this role) attends regularly to the F2F meetings and/or the bi-weekly calls.
- July 1st 2016 is the entry in force of the regulation, where the ENs are taking place, so all the documents have to be ready for that time, and also the migration plans from the TSs to the ENs, and which documents to be used by all, TSPs, browsers, CABs, etc.
Hopefully, I hadnt forgotten anything mentioned in the meeting, if so, add it to the list.
