Peter, exceptions to RFC5280 have been there for some time. I don't see 
a reason for people voting against the current version of ballot 167 
since Jeremy's concern about OCSP responses has been addressed. You 
could always introduce these new amendments in a future ballot like the 
one the Policy WG is preparing, which also fixes some incorrect 
references in the BRs.
