[cabfpub] Latest BR edit as a result of Ballot 162

Fixed.  You may need  to refresh if the pdf document is cached. The WP
source files are uploaded to the wiki.  Also, the version on GitHub has been
updated.

Ben,

In your latest BR edit, I believe section 6.1.7(e) should have a semicolon
after it, now that we have added (f) and (g). It currently has a period. 


Although this wasn't specifically covered by the ballot, it seems to be an
editorial change that is intuitive and hopefully non-controversial but
should be edited for consistency.
