[cabfpub] [cabfquest] EV CS permanentIdentIdentifier as globally unique or localy unique identifier

Thanks Arkadiusz,

The EV CS permanent Identifier is intended/designed to be globally unique for EV Certificates. Although, we should clarify the EV Guidelines to recommend that the assigner be absent (as the assigner is the issuing authority), the task is a low priority given that the use of the permanentIdentifier is already compliant with RFC 4043.

EV Code Signing Guidelines establishes the need of additional identification of subscribers by permanentIdentidentifier extension.
Taking into account RFC 4043 and the various combinations of fields in permanentIdentidentifier, do you know is assigner field in permanentIdentidentifier required? I mean, if we accept permanentIdentidentifier as globally unique or localy unique identifier.

Thank you for your input. I'll forward this item to our public list and we urge you to follow the discussion there by either subscribing or viewing our archive at this link: https://cabforum.org/mailman/listinfo/public

Colleagues, who can propose an answer to this question, is the question clear?
