I think it'd make sense for a separate ballot. I think it's a fine idea and
would happy to support something with a little wordsmithing, but given that
the concerns may and probably are different (e.g. those not interested in
short-lived certificates will be affected by such a ballot), so it may help
to separate out the discussion.
