[cabfpub] Ballot results 141 and 142

Voting has now closed on both ballots. According to my records, the count is
as follows:

 

Ballot 141:

CAs: 8 Yes and 10 No votes

Browsers: 3 Yes and 2 No votes

The ballot fails.

 

Ballot 142:

CAs: 13 Yes and 8 No votes

Browsers: 4 Yes and 0 No votes

The ballot fails (due to only 62% of CA support (requires 2/3rds)).
