[cabfpub] Please do not issue certificates that are valid for longer than the BRs allow

I send this not to single out any particular issuer, but just to
remind everyone that certificates have a maximum validity period,
according to the BRs, and that site operators/subscribers should not
have to bear the burden of such mistakes.

We've gotten a report that a major issuer has very recently issued new
certificates that are valid for longer than the 39-month maximum
window. Please don't. :) Thanks!
