Kirk,

We heard from multiple browser vendors an interest in dropping the
requirements, without any strings or replacements attached.

We also have heard no CAs complain yet about dropping the insurance
requirements altogether.

Given that this issue was presented as quite pressing on the prior
discussions, and especially after the failure of the previous ballot, it
would seem worthwhile to proceed and ballot Gerv's proposal as is, rather
than modify and seek new endorsers for some combined ballot.
