Right, but Tor doesn't have the same issues as normal internal names as you can actually verify control over the .onion name. That's why they deserve an exception.

Right, there were more than three years to get that done - the time set for October 2015 was an exception itself to provide sufficient time for all parties to settle. Not everybody was happy with that which seemed a looong time.
