Take a look at "Section 1 - Scope" in the BRs, and the definition of Publicly Trusted Certificate.  

I would say that the BRs apply to EV certificates, so if a requirement was moved from the EVGL to the BRs, that means it applies to ALL certificates now, including DV, OV, and EV.

Does to MOVE from EV to BR imply to DELETE from EV?
Or does it just mean to ADD a copy of EV to BR?
