I suggest to check for better alternatives and propose those as a 
replacement for the current requirement. I remember that we had an 
insurance that appeared to be quite good before we started with EV with 
reasonable fees. But that has been a while ago and can't remember any 
details. Perhaps the list from Ben could be a good starting point.
