Given the current discussions in the CSWG, #3 is the only option. We have full 
intention of making the information public in the form of the CS BRs once 
released.

This problem often arises when lists are created private and then should be 
made public :-| We could:

1) purge the archives
2) establish a new list
3) leave CSWG private

I'd like to avoid 3) long term, but that seems to rather imply doing one of 1) 
or 2) eventually...
