[cabfpub] Ballot 110 - Motion to Adopt Version 1.1 of the Bylaws

As discussed in the past, Google has serious reservations with the proposed
changes to Section 5.2. Equally, the unrelated changes to Sections 5.3, and
the significant broadening of Section 1.2, present troubling changes that
seem unrelated to the efforts of providing a suitable definition of
Associate Members and Interested Parties.

As such, Google votes "No" to the ballot as proposed.
