[cabfpub] Draft ballot to create the SSL Performance Working Group

We'll be happy to endorse too.  I'll send out the ballot with deadlines shortly (review period to end and voting to being at 2200 UTC on Monday, 21 October 2013).  Meanwhile, we already have a listserv assigned that we can start to add names to--please send me your name if you want to be in the working group on "SSL performance" if you want to indicate your interest in working on this as outlined in the scope and deliverables.
