[cabfpub] Revised EV Domain Motion

I think this is a good proposal, it simplifies and clarifies some
requirements that we have had some difficulties understanding. 

 

However, I notice that the phrase "exclusive right" is back. If this is by
intention, please explain why. If not, remove it and I am willing to endorse
this motion.

Jeremy and I have been working together to try to address the concerns
voiced regarding my previous suggestion to modify the EV domain verification
requirements.  We believe that the attached version addresses the concerns
that came up in previous discussions.  Please review the attached draft and
let us know if you have concerns with the draft and/or are willing to
endorse.
