During our Face-to-Face meeting in New York, the need for a ballot along the lines of the following was discussed.  Someone needs to make the motion and two endorsers are needed.

A representative of standards body or a regulatory body that is directly involved in standards-setting, auditing, or the regulation of  public key infrastructures may participate in CA/B Forum teleconferences, meetings, and the management at cabforum.org email list, with the right to speak, present proposals, access the Forum's wiki pages, and participate in drafting without being required to sign the IPR Agreement.  Representatives of such groups who prior to August 1, 2012, had such ex-officio privileges shall be reinstated.  Future applications may be approved by acclamation following a 48-hour notice sent to the management at cabforum.org email list.  Such notice shall describe the individual's affiliation and how he or she is a recognized representative of the standards or regulatory body.   An objection must indicate a clear 'objection' in the response. If an objection is received during the 48-hour period, then the matter may be submitted for determination by the Forum using normal voting procedures.

If approved, the foregoing provision shall be added to the CA/Browser Forum Bylaws and in due course to the next official version of the CA/Browser Forum's Intellectual Property Rights Policy.

The review period for this ballot shall commence at 21:00 UTC on __ October 2012 and will close at 21:00 UTC on 24 October 2012. Unless the motion is withdrawn during the review period, the voting period will start immediately thereafter and will close at 21:00 UTC on 31 October 2012. Votes must be cast by posting an on-list reply to this thread. 

A vote in favor of the motion must indicate a clear 'yes' in the response. 

A vote against must indicate a clear 'no' in the response. A vote to abstain must indicate a clear 'abstain' in the response. Unclear responses will not be counted. The latest vote received from any representative of a voting member before the close of the voting period will be counted.

In order for the motion to be adopted, two thirds or more of the votes cast by members in the CA category and one half or more of the votes cast by members in the browser category must be in favor. Also, at least six members must participate in the ballot, either by voting in favor, voting against or abstaining.
