If we need an IPR policy and relevant agreements, than what we have 
currently appears to be most effective out of the possible options. 
Everything else appears to be non-effective and probably pretty useless. 
I don't want to offer another option which would complicate it even further.

Therefore StartCom favors and votes for "H".
