[cabfpub] Ballot 82 - Suspend IPR Agreement and Policy until governance revisions are complete

SSC votes: "Abstain"

Brrr, how do I vote "yes" and "no" at the same time? A very rare case in 
my experience.. need some fuzzy logic syntax here.
