[cabfpub] Ballot[80] - BR Response for non-issued certificates

Does it mean that ballot is too early thing for us to do?
I can understand the additional requirement, but at this moment
I can not accept it.  Changing "MUST" to "SHOULD" will make it
acceptable at this moment.  I will accept sometime in future,
when most of CAs are ready.
