It's problematic because you basically issue the certificates actually 
for the relying parties. And those you don't know from where they are. 
Now in such cases there are usually politics involved that makes it even 
worse.

I would prefer to stay on the save side by using only approved ISO 
codes. Those entities that are affected by it have to work towards 
having it standardized, which I assume they do or can't exactly because 
of the controversy that surround them usually.
