[cabfpub] Revised ISO 3166-1 Motion

Excellent.  :-)

I have a final version of this motion ready to go with 2 endorsers, however as 
we are at the moment officially w/out a Forum chair, should I just add all the 
official wording and ballot number to it myself and post?  I believe this 
would be Ballot 84.
