[cabfpub] SwissSign IPR with Excluded Affiliates

The IPR doesn’t permit individual members to exclude affiliates.  That’s one
of the proposed revisions which haven’t been adopted yet.  Section 8.3a of
the IPR permits the “CAB Forum Board of Directions” to grant exclusions in
its discretion.  However, we don’t have a Board of Directions, which makes
this provision impossible to apply.
