[cabfpub] Mailing list info on website

It was noted that it's not clear from the CAB Forum website how to sign
up to read the public at cabforum.org list. Could a note on this be added?

At the moment, the front page is in "News" style, so something like:

The CAB Forum has created a public mailing list, intended to be used for
normal CAB Forum discussions, which can be read (but not posted to) by
interested parties. Visit the list's <a
href="http://cabforum.org/mailman/listinfo/public">web page</a> to sign up.
