[Infrastructure] Subcommittee Recharter Ballot

Hi Jos,

Thanks for drafting this - it looks good. A few comments:
- I'd suggest adding something like "manage the production and versioning
of guidelines produced by the Forum's subcommittees".
- Replace "mailer" with "mailing list" to be clearer and more consistent.

I'm happy to endorse.
