[Infrastructure] Markdown of BRs

Here is a Markdown version of the BRs where I converted the endnote for
"Public Suffix" and put it adjacent to the paragraphs using the term. 

 

I also converted paragraphs formatted with "Code Fences" to "Quote"
formatting to see if that would change the way the text is displayed in a
PDF.  I think "code fences" is the reason why text cuts off when you export
to PDF.
