Shouldn't organizations that meet the Issuing CA or Root CA criteria that
also produce a software product intended for use by the general public for
browsing the Web securely have the option of whether to participate as a CA
Class or Browser Class member?

can join. Propose a waiting period to prevent switching class of voting to

Does the Server Cert WG need to re-adopt guidelines? No. Ballot 206 and the
Charter mentions the guidelines. A new NetSec WG may take the NetSec
requirements from the Server Cert WG.

What happens to people who don't sign the IPR? Section 5.5, defaults to an
"Associate Member" status.
Section 5.5 says "within such 90-day period, its
participation in Forum calls, meetings, activities, and events shall be
suspended until the agreement is signed and returned"

Need to clarify declarations of membership and determination of
qualification is at the WG level

Clarify language around the Membership Criteria for Certificate Issuers. It
is not clear whether a Point-in-Time Audit (or ETSI initialization audit) is
considered sufficient for Full Membership. The language used is consider
ambiguous enough. The intent of the Forum Members as expressed via Doodle
Poll, is that in order for an Applicant to obtain Full Membership, they must
have a successful Period-of-Time Audit. The Point-in-Time Audit should be
considered sufficient for Associate Membership. Relevant sections to discuss
and fix are: 2.1(a) "successful WebTrust for CAs audit or ETSI EN 319 411-1
audit report" AND 2.1(b) (6) "URL of the current qualifying performance
audit report."
