Dean, what if we have a different voting rule for creation of new WGs at the Forum level – something like “the charter for a new WG will be approved if supported by EITHER the vote of 2/3 of voting CAs and a majority of voting browsers, OR if supported by a vote of 80 percent of voting CAs and browsers counted as a single class”.

Yes, but that would take a coordinated effort among a large number of players. Conversely, under the current structure, a small group of browsers/non-CAs could block a WG that the CAs propose. Is that fair?

Hi Dean,

Under that model, the CAs could always block a WG that the browsers/non-CAs proposed.  So that doesn’t seem fair or reasonable.

As it stands now, once a charter is created and presented for ballot,  this voting would occur at the Forum level under the current Forum voting bloc rules. This seems unfair to me as one group (i.e. CAs or Browsers) could marshal resources to block the creation of a working group. Shouldn’t this vote have equal weight of all members? I’d like to hear various opinions on this.
