[cabf_governance] Draft Statement of Purpose of CAB Forum

I’m not disagreeing with you, but I’m trying to prime the pump and get the thought juices flowing, otherwise people tend to sit around and not think about these things.  Then when we meet nothing ever gets done.  So I’m accomplishing what  I wanted to by opening this dialogue with you.  As you say, we need to examine the principles, goals and objectives.  So I’ll throw these out as starters:

 

Objective 1 – expand the scope of the Forum beyond just SSL/TLS for the Web

 

Principle 1 – make the  minimal amount of changes to the existing bylaws while accomplishing Objective 1

 

Principle 2 – keep everything as simple as possible

 

Goal 1 – develop an initial set of principles, goals, and objectives

Hi Ben,

 

Yes, I understand the expressed desire to expand.  But we have yet to discuss any of these ideas in the Governance WG, so I think proceeding with drafting documents is a bit like putting the cart before the horse.  Let’s get consensus around some general principles, goals, and objectives before we start trying to draft specific documents.

I’ll try to  send  out notes/minutes of previous meetings where some members expressed a desire to enlarge the scope of what members of the Forum can discuss within the context of the Forum.  Either the existing organization changes or a new organization is created, but I think a majority of CAs, at least,  would like to see the  existing organization modified.

Hi Ben,

 

I definitely appreciate the thought and energy you are putting into this effort.  However, I am not convinced that we need to completely overhaul everything.  As I previously mentioned, we need to discuss the goals and objectives of the Governance WG before we start tearing down the walls and building a new SDO.  We need to figure out what we want/need to accomplish before we can determine how to get there.  Right now it feels like we are trying to drive a car with no engine and no destination.

Here is an initial draft of a statement of purpose for Articles of Association that would create a new “CAB Forum” (removing “Browser” from the organization name):

 

The CAB Forum is an unincorporated, non-profit association and shall have as its objectives: 

 

To promote the best interests of current and future users of the Internet in general;

 

To provide a forum for the exchange of information about best practices in the industry that issues, manages, and uses ITU X.509 v.3 digital certificates;

 

To promote self-regulation by the industry and to contribute to the self-regulatory process;

 

To develop professional standards for the industry and contribute to the development of technical standards;

 

To provide services in the common interest of the Members of the Forum;

 

To engage in any lawful act or activity that non-profit, unincorporated associations may engage in; and

 

To undertake such other activities as may from time to time be appropriate to further the purposes and achieve the goals set forth above.
