[Smcwg-public] Pre-ballot: Alignment of Logging Requirements

All, 

The SCWG recently passed a ballot updating the logging requirements. I’d like to align the SBRs with this language.

Please review these changes, in case I’ve missed anything compared with the TLS BRs. Additionally, I’m looking for two endorsers to start a ballot on this.
