<div>At a high level, here are some of the proposed changes:</div><ul><li>Section numbering added</li><li>"Root Certificate Issuer" voting category removed</li><li>Membership requirements for Certificate Consumers added</li><li>6-month probationary period prior to voting membership added</li><li>Voting percentages and quorum clarified</li></ul>
