would be better to avoid prohibiting ballots - i.e. to
permit all of the changes, unless otherwise specified by
ballot - then to try to restrict what the Forum can Ballot. </div>

Although I was hoping to address the version number as a separate
matter, I understand the concern. I'm fine with permitting all
changes unless otherwise specified by ballot for all these changes.<br>
