which the requestor would only have to submit the proposed certificate. Therefore, steps 3-9 are not what we discussed, especially 7 because it is essentially “shaming,” and we don’t support that in this process. If you remove that, we agree that this is what
we discussed, and we will support this. <o:p></o:p></span></p>
