Thank you very much for pointing to the IPR policy, which I hadn't<br>
cross referenced for this question.<br>

It now makes it very clear that the verbatim clause is designed to<br>
allow anyone to reproduce the document in whole, but only Participants<br>
can create derivative works.<br>
