<p class="MsoNormal">To be clear, there is nothing in our Bylaws that prevents a Member from posting messages with links, articles, presentations, or (with the author’s consent) messages sent to our Questions list to our Public list. There’s no difference
among these different types of postings. And no IPR issues are presented.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Under our Bylaws, who must sign the IPR agreement? Only Members and people what want to be “Interested Parties”. What do Interested Parties get to do when the sign the IPR agreement? Be a member of Working Groups, post directly to the
Public mail list (no prior review), and participate in portions of our meetings.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Nothing in our Bylaws requires someone to sign the IPR agreement before posting to the Questions@ address, which is immediately forwarded to all Members. So reposting the same message to the Public list to start a meaningful discussion
among Members is not prevented or even discussed by our Bylaws or IPR policy, and no new issues are presented. Same for reposting links, articles, and presentations from non-Members to the Public list for discussion purposes – that is the prerogative of all
Members, and we have all done it.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">How should we move forward to make this easier in the future? I suggest we adopt the Mozilla and Google policy of free posting – maybe to a new address Comments@. This can be moderated (maybe we rotate this duty among members on a monthly
basis), and then acceptable posts can simply be re-posted to the Public@ list. It’s worth a try, and we should discuss this at our meeting next week.<o:p></o:p></p>

<p class="MsoNormal">We should probably keep the Questions@ address for simple inquiries, and continue to forward messages only to the Management list.<o:p></o:p></p>
