          Note about new format

This new agenda format begins with one day for the forum level, which 
continues into the morning of day two. The rest of day two and the 
entirety of day three are dedicated to working groups. The working group 
updates have been removed to facilitate a more fruitful discussion (the 
updates can be consumed during the working group meeting or the 
by-weekly teleconferences).
